An institutional public-interest initiative by THE OVIE CIRCLE FOUNDATION addressing recurring and irregular electricity supply in Malpura, Agra. Following documented grievance escalation, subsequent ground-level observation indicates noticeable improvement in electricity supply. The Foundation's planned intervention under PROJECT 001 is now complete.

THE ISSUE

THE OVIE CIRCLE FOUNDATION initiated this project after observing recurring and irregular electricity supply affecting residents of Malpura, Agra.

The issue has particularly affected families, children, elderly residents and other members of the rural community during periods of extreme summer heat.

The Foundation's concern extends beyond an individual power outage. The project seeks to determine whether the electricity supply actually being delivered to the village corresponds with the prescribed rural supply schedule and to identify the causes of recurring interruptions.

OUR INTERVENTION

Under its “1 Village — 1 Problem” initiative, THE OVIE CIRCLE FOUNDATION documented the matter and initiated representations through consumer grievance, administrative and regulatory channels.

The Foundation has requested a record-based examination of:

• Prescribed electricity supply hours for the concerned rural area.
• Actual electricity supplied to the village.
• Feeder and substation supply logs.
• Shutdown and tripping records.
• Frequency and duration of interruptions.
• Planned and unplanned outages.
• Reasons for recurring interruptions.
• Grievance handling by the concerned officials.
• Corrective and preventive measures required for reliable future supply.

WHAT WE ARE SEEKING

THE OVIE CIRCLE FOUNDATION is not seeking action against any individual out of personal grievance.

The objective is:

• A fair and record-based investigation.
• Verification of prescribed versus actual electricity supply.
• Identification of technical or administrative deficiencies, if any.
• Appropriate corrective and preventive action.
• Reliable electricity supply for the rural community.
• Better accountability in public grievance handling.
• A clear written Action Taken Report from the competent authorities.

CURRENT STATUS

The matter is currently active before multiple competent grievance and administrative authorities.

Government responses, departmental actions and measurable changes in electricity supply will be documented as the project progresses.

IMPACT WILL BE MEASURED

This project will not be considered successful merely because complaints have been registered.

THE OVIE CIRCLE FOUNDATION will assess the outcome on the basis of actual improvement experienced by the community, official action taken, reliability of electricity supply and the sustainability of any corrective measures.

01 — ORIGINAL PUBLIC GRIEVANCE

The original grievance concerned recurring and unannounced electricity interruptions affecting Malpura, Agra.

It was not limited to a single electricity failure on one particular date. The public-interest issue was the continuing irregularity of electricity supply, unpredictable interruptions and the need for examination of actual supply conditions and corrective measures.


02 — DEPARTMENTAL RESPONSE / DISPOSAL

The departmental report subsequently referred to rural electricity supply being provided according to an approximately 18-hour roster and attributed the interruption on 16 August 2026 to a technical fault/equipment-related issue.

The report primarily addressed the interruption and restoration circumstances of that particular period. It also contained statements concerning communication/feedback relating to the complainant.

In the portion concerning complainant satisfaction/signature, “आवश्यकता नहीं है” was recorded instead of obtaining the complainant's satisfaction signature.

The grievance was thereafter shown as disposed/resolved.


03 — POINTS REQUIRING VERIFICATION

THE OVIE CIRCLE FOUNDATION disputes material aspects of the manner in which the grievance was examined and disposed.

According to the complainant:

• Neither the concerned SDO nor the concerned JE contacted Avinash Katara regarding the grievance.

• One departmental call was received seeking information concerning the grievance, during which the complainant expressly communicated that he was dissatisfied.

• No concerned officer conducted a field/site inspection in the complainant's presence in relation to the grievance.

Accordingly, the Foundation has requested that disputed communication, inspection and verification statements be examined against official call/communication records, departmental records and grievance records.

The Foundation does not declare any officer guilty without verification. Its position is that any material statement contained in an official report should be capable of verification through the relevant official record.

04 — SUBSTANTIVE OBJECTION: ROSTER VS ACTUAL SUPPLY

The original grievance concerns a long-standing and recurring electricity-supply problem.

A technical fault occurring on 16 August 2026 may explain an interruption during that particular period. However, a single technical fault does not by itself address the broader recurring public grievance.

THE OVIE CIRCLE FOUNDATION has therefore sought examination of the scheduled/approved electricity roster against actual feeder supply.

The formal objection challenged the accuracy of communication-related statements, the absence of contact by the concerned SDO/JE according to the complainant, the absence of field verification according to the complainant, closure despite expressed dissatisfaction, the absence of the complainant's satisfaction signature, and reliance upon a single technical-fault explanation in relation to a recurring public grievance.

The feedback further requested verification of the stated 18-hour roster against actual electricity-supply records.

PROJECT CLOSURE — 05 SEPTEMBER 2026

THE OVIE CIRCLE FOUNDATION has completed its planned intervention under PROJECT 001.

Following the documented grievance and escalation process, subsequent ground-level observation indicates that electricity supply conditions in Malpura have noticeably improved.

The Foundation records this improvement as the current ground position. No claim is made that the improvement occurred exclusively as a result of the Foundation's representations.
