THE INITIATIVE

Ground Reality to Documented Evidence

Under PROJECT 003 — Rural Health Facility Reality Assessment, THE OVIE CIRCLE FOUNDATION conducted a field assessment on 14 September 2026 at four Government health facilities in the Agra region.

The work focused on direct field observation, verifiable facility-level information, infrastructure, sanitation, human-resource availability and essential public-facing health services. Supporting photographic evidence and detailed facility reports were prepared as part of the documentation.

01 — COMMUNITY HEALTH CENTRE (CHC), AKOLA

The assessment recorded that an MD Doctor was not available / not appointed at the facility. The building was found to require renovation, including repairs, painting and general maintenance.

Two sweepers were available. Based on observed facility footfall and field conditions, the assessment recorded a field-assessed requirement of at least five sweepers for adequate sanitation support.

02 — PRIMARY HEALTH CENTRE (PHC), MALPURA

The assessment recorded that a doctor had been unavailable for approximately one month following transfer, with no replacement doctor made available at the time of assessment.

The pharmacy continued to operate and provide medicines / treatment support despite the absence of a doctor at the facility.

03 — GOVERNMENT HEALTH FACILITY, BARARA

The assessment recorded non-availability of cleaning staff, Lab Assistant and Technician, with the related cleaning, laboratory-support and technical-support functions not operating at the time of assessment.

A solar plant was also unavailable. The report documents the resulting gaps in required staff, facilities and related services.

04 — HEALTH SUB-CENTRE, LALAU

The Health Sub-Centre was found closed during the field visit and the main gate was locked.

Because access was not available, internal staff presence, services and internal facility conditions could not be verified. The Lalau record is therefore limited to the externally observable locked-access condition documented during the visit.

Ground assessment, evidence collection, photographic documentation and final facility reports for the four assessed facilities under PROJECT 003 have been completed.

INSTITUTIONAL POSITIONFOR COMPETENT GOVERNMENT AUTHORITIES

The documented findings are prepared for formal submission to the relevant Government and administrative authorities for consideration and action within their respective jurisdiction.

Company position: THE OVIE CIRCLE FOUNDATION's role is to assess, document and place verified ground-level findings before the competent authorities. Administrative examination, departmental action and resolution thereafter fall within the jurisdiction of the respective Government / Departmental authorities. The Company remains willing to cooperate in lawful and approved public-interest initiatives where its institutional capacity and documented field approach may be useful.
